Most prospecting tools are American and treat PECR as a footnote. Here it is the router.
Every business is classified before a word is written. Only corporate subscribers are emailed; everyone else goes on a call list — still useful, just not by email. Anything it cannot classify is treated as a person, because failing to work it out is not evidence that emailing is allowed.
